The College Opportunity to Prepare for Employment (COPE) Program is funded by and operated in collaboration with the Family Independence Administration (FIA) of the City of New York Human Resources Administration (HRA). Services are available to anyone who is a current or former student or applicant, and who is either receiving public assistance cash benefits (Temporary Assistance to Needy Families, Safety Net Family Assistance, Safety Net Single Assistance), or who meets federal income guidelines for families within 200% of the federal poverty level. COPE's mission is to aid John Jay students, alumni and prospective students who qualify to successfully navigate college and obtain gainful employment leading to economic self-sufficiency.
Realizing the difficulty and stress that is related to successfully meeting HRA requirements while remaining excelling academically, managing or searching for employment and fulfilling family obligations, there are trained COPE staff members in place to assist students with their unique challenges. COPE offers the following services to qualifying prospective, current and former low income students.

SOCIAL SERVICES:
- Acting as HRA Liaison/ Interpreting HRA Rules and Regulations
- Preparing for HRA Appointments & Providing Fair Hearing Guidance
- Identifying Childcare Options and Applying for Childcare Services
- Applying for Housing
- Obtaining Food Stamps
- Complying with Work Experience Program (WEP) Requirements
- Accessing Medicaid
- Completing Applications & Other Paperwork
- Referrals for Additional Support Services
