JOB DESCRIPTION
OEM seeks a GIS application developer to update and greatly expand the pervasiveness and usability of the agency's existing GIS mapping and data services. The ideal candidate is a seasoned developer with strong experience in GIS and cross-functional applications development.
The successful applicant will manage a grant-funded project for pervasive deployment of GIS data to field responders and emergency management decision makers.
The successful applicant will manage the development of new applications, the maintenance of existing application, the migration of GIS components in existing applications, and the rewrite of legacy applications.
With supervision from the Assistant Commissioner for Strategic Data, the candidate will:
- Enhance the usability and reliability of the agency's existing ArcGIS Server web applications
- Develop and enhance the interoperability of the existing ArcGIS Server web applications with the agency's existing other web applications (including, E-Team, CALMS, Pictometry, weather services, etc.)
- Coordinate ongoing release/migrations into the production environment
- Develop capacity for accessing / using new large GIS data sets, including subway station drawings, building floor plans, etc.
- Investigate open platforms including Google Earth, Virtual Earth, ArcExplorer, etc.
- Investigate various new remote sensing and other image-capture applications
- Develop security procedures and protocols for shared applications
- Interview potential end users to determine the optimal application for development
- Enhance the usability and reliability of the agency's existing desktop GIS applications
- Automate various typical requests and tasks for desktop GIS
- Perform and automate administrative tasks and create custom administrative tools
- Train/tutor OEM GIS, Operations, and Preparedness staff in the use of these new or enhanced applications
- Train/tutor staff in cooperating agencies, if requested.
- Assist with Ready New York presentations to external groups.
The selected candidate will be expected to work during non-business hours during emergencies and will be assigned to a periodic Emergency Operations Center Team.
QUALIFICATION REQUIREMENTS
1. A Master's degree in computer science from an accredited college and three years of progressively more responsible, fulltime, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administration, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accredited organization and six years of experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accredited organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in "1" above.
NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.

PREFERRED SKILLS

With latitude for independent initiative and judgment, the Ready New York Program Manager will oversee all aspects of the Ready New York emergency preparedness education campaign.
o Develop, implement, and evaluate comprehensive multi-year outreach goals and education strategies.
o Initiate partnerships with community and government agencies, elected officials, and businesses through the development of high-profile events (e.g., citywide contests, National Preparedness Month) and educational programs reaching vulnerable communities (Ready NY for Kids, hurricane preparedness programs, senior outreach, etc.).
o Supervise program staff; manage and train 300+ member Speakers' Bureau of staff, CERT and other volunteers.
o Analyze statistics, compile reports, and develop evaluation tools to measure individual program effectiveness and reach, among other tasks.
o Work with External Affairs staff to help build brand awareness through the management and development of new and existing Ready New York products, brochures, advertising and marketing projects, and community partnerships.
o Develop and edit presentations, correspondence, form templates, brochures and website copy.

- Assist staff with configurations and the ongoing usability of desktop computers, peripheral equipment and software within established standards and guidelines, including troubleshooting issues with software, hardware and operating systems.
- Work with vendor support contacts to resolve technical problems with desktop computing equipment and software.
- Maintain desktop and laptop images.

JOB DESCRIPTION
The Interagency Training Coordinator will be responsible for the development and implementation of a comprehensive training program to support both intra-agency and inter-agency emergency management training. The overall goal of the program is to create a highly skilled emergency management community by offering the best training possible, building true leaders in the field who can respond to any type of emergency situation and coordinate effectively with fellow responder.
Specifically with regard to training, the Interagency Training Coordinator will be responsible for the following:
· Instructional design & curriculum development for classroom and web-based delivery.
· Translating emergency plans and related materials into training curriculum.
· Working with subject matter experts to design and develop audience-appropriate, clear and concise training content.
· Researching, evaluating and procuring training programs from outside sources.
· Developing standards and objectives within the training material that can be later tested through drills and exercises.
· Supporting the OEM Learning Management System.
· Managing logistical details to support trainings.
· Delivering training and presentations as needed and required.
· Assist with Ready New York presentations to external groups.
The Interagency Training Coordinator will report directly to the OEM Training Director.
The Interagency Training Coordinator will work as part of the Training & Exercise Unit and will be expected to support all related unit activities. JOB DESCRIPTION
The Communications Specialist reports to the Director of Communications and will oversee strategy, development, and production of a variety of print and electronic communications projects for the Ready New York emergency preparedness campaign. He or she will produce new and redesigned Ready New York promotional items and brochures, original advertising campaigns, website content, and public presentations both in-house and through the use of outside consultants. The person will gather information from subject-matter experts, write and edit copy, review art and photography, oversee project budgets and timelines, and provide regular progress updates. The individual will perform some basic print production projects independently using desktop publishing software and will work with outside design and printing vendors on more complex projects.
The Communications Specialist will publish and edit web content using Interwoven TeamSite, and he or she will oversee necessary redesigns to OEM's and related web sites. He or she will work with the Communications unit to ensure all OEM documents follow OEM style guidelines and that public documents follow ADA regulations.
The selected candidate will manage both grass roots and traditional marketing campaigns for OEM's programs, including Ready New York and Notify NYC. He or she will also use social media to engage New Yorkers in these programs. The candidate will also collaborate with counterparts at other NYC agencies including 311, the Department of Information Technology & Telecommunications, Department of Health & Mental Hygiene, and NYC & Company, among others.
The incumbent will be expected to work non-business hours during emergencies and will be assigned to a periodic Emergency Operations Center team.
QUALIFICATION REQUIREMENTS
1. A baccalaureate degree from an approved college or university with 24 credits in English, journalism or public relations and two (2) years of satisfactory full-time experience in public relations, journalism; or advertising; or
2. A satisfactory equivalent.
