The new Recent Graduates Program (RGP) targets recent graduates of trade and vocational schools, community colleges, universities, and other qualifying educational institutions or programs for a host of civil service positions within the Department.
To be eligible, applicants must apply within two years of degree or certificate completion. If applicants have completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution on or after December 27, 2010, and before July 10, 2012, their eligibility window is extended until July 10, 2014. Veterans who, due to military service were unable to apply for positions, will have up to two years from their release or discharge from active duty, not to exceed six years after degree and/or certificate completion.
Successful applicants would be placed in a two-year career development program (for the Passport Specialist series). Veteran’s preference applies.

Responsibilities
Under the direction of the Manager, Emergency Readiness, the selected candidate will have the responsibility for evaluating civilian emergency management and security training needs, preparing an annual training calendar, developing training objectives, coordinating preparation of lesson plans, and brokering trainers and training resources to execute that plan. The selected candidate will work closely with the Sr. Manager of Emergency Readiness and be responsible for an interdepartmental and multi-agency exercise of project management involving design and development, conduct, evaluation and improvement planning. The selected candidate will manage an Agency-wide emergency preparedness training program consistent with the National Incident Management System and manage a certification and credentialing program for OEM staff consistent with federal and state requirements.
ELIGIBILITY REQUIREMENTS:
Bachelor's Degree from an accredited college or university or at least 5 years experience in emergency management or a relevant field.
Must have completed all probationary periods at time of appointment to position.
Qualifications
The ideal candidate will present the following qualifications profile:
Specialized training in planning, exercise design and emergency operations.
Demonstrated experience in managing technical and administrative staff in a high-pressure, time-sensitive environment to include staff mentoring and development.
Demonstrated ability to make recommendations for participation and provides support to external planning, training, and exercise activities outside the Port Authority.
Excellent interpersonal skills including interacting with and providing guidance to senior-level management.
Demonstrated thorough analytical and problem-solving skills.
Demonstrated experience in developing/implementing disaster and recovery plans.
Proficiency with Microsoft Office Suite programs, including Excel, Word and PowerPoint.
Knowledge of Port Authority organizational structure, policies and procedures.

Duties include but are not limited to: providing technical and logistic support to the incident command post at a crisis scene and establishing relationships and liaison with other local, state and federal emergency service agencies and the private sector to ensure effective and integrated response to any threatened or actual disaster; managing research and evaluating best practices in emergency operations center policies, procedures and technology and promoting a high level of awareness of support for emergency management needs and programs among agency executives; and developing EOC Operations Plans, utilizing the plans as guidelines to develop operating standards, staffing levels, and training to support those standards.
