MoSiao Fang ‘24 Receives Inaugural Wen First Gen Scholarship

MoSiao Fang ‘24, who earned an MA in international crime and justice, is the inaugural recipient of the Wen First Gen Scholarship.

The scholarship, created by Melody Wen ’14, supports first-generation college students and future leaders committed to advancing safety, security and criminal justice. Inspired by her immigrant parents, the scholarship supports students in criminal justice, security management and related fields, especially for first-generation students, those with ties to the Asian and Pacific Islander community and individuals with experience in security-focused professions. As vice president of the Alumni Association Executive Board, Wen champions diversity, access and opportunity and is unwaveringly invested in generational student success. 

While earning his MA at John Jay, Fang received a Global Diplomacy Initiative Fellowship from the United Nations Institute for Training and Research, was an investigative analyst intern with the New York City Department of Investigation, and served as a student representative for the International Criminal Justice Program. His mentors include Dr. Jana Arsovska, Dr. Katarzyna Celinska and Dr. Gohar Petrossian.

Fang’s professional experience includes multiple positions with Taiwan’s Coast Guard, including as a global project specialist investigating transnational crime and illegal fishing, a project officer in the Fleet Branch and a law enforcement officer and licensed navigator managing maritime security and crisis response. He also taught courses on the UN Convention on the Law of the Sea at Taiwan Police College, from which he earned a BS in maritime policing.

“Receiving this scholarship is an incredible honor that highlights the values of resilience and service I strive to uphold,” said Fang. “It inspires me to continue making meaningful contributions toward creating impactful solutions that enhance global safety and security.”

Fang, who is a certified project manager and emergency medical technician, also earned several certificates including in geospatial information systems from the Federal Emergency Management Administration, ending the illegal wildlife trade from the Association of Certified Anti-Money Laundering Specialists, fisheries management from the Environmental Defense Fund and fighting illegal fishing from the United Nations Food and Agriculture Organization.
