Professor Martin Horn's Op-ed on Reforming NYC Jails Published by The Marshall Project

Martin Horn, a Distinguished Lecturer in the Department of Law, Police Science and Criminal Justice Administration, had his article "Fixing Riker’s Island" published in The Marshall Project – a nonprofit news outlet focused on the criminal justice system. 

In the piece, Professor Horn outlines several ways to reform New York City jails. He writes that the “city must move away from its reliance on Rikers Island. Jails should be close to the communities they serve and the courthouses where prisoners’ cases are heard.”

In addition to his faculty position at John Jay, Horn serves as Executive Director of the New York State Sentencing Commission by appointment of the Chief Judge of the State of New York. He was Commissioner of the New York City Department of Correction as well as the City Department of Probation from 2003-2009. From 1995 until 2000, he also served as Pennsylvania’s Secretary of Corrections.
