PROFESSIONAL EXPERIENCE
Suffolk County Sheriff’s Office Deputy Undersheriff May 2024 to Present
Responsibilities include oversight of the Correction Intelligence Center, Office of Management and Planning, Emergency Management Section, Sheriff’s Anti Trafficking Initiative, and liaising with the Suffolk County District Attorney’s Office and the Gilgo Beach Homicide Investigation Task Force.
NYCD Correction Intelligence Bureau Assistant Commissioner February 2015 to March 2017
Responsibilities included oversight of the Correction Intelligence Bureau with special focus on initiatives designed to develop intelligence for the prevention of gang-related activity; investigations of gang-related incidents within New York City Department of Correction facilities after they occur; and arrest and prosecution of inmates responsible for criminal incidents within.
Management of the Correction Intelligence Bureau’s intelligence gathering, investigations and arrest processing units. Provided leadership in the achievement of agency priorities including, but not limited to, compliance with legal mandates and minimum standards, ensuring effective and efficient operations, and the optimal application of correctional best practices:
- On an ongoing basis, assess, support and sustain the efforts of the Correction Intelligence Bureau within the purview of the Assistant Commissioner and its executive staff. Established objectives, priorities and benchmarks consistent with Departmental goals; monitored and managed toward improved results. Developed methods for evaluating effectiveness and proposed new procedures based on outcomes.
- Concurrently, undertook, through subordinates, systematic reviews of Correction Intelligence Bureau organizational segments to assess the soundness of their operations. Developed Correction Intelligence Bureau guidelines and subsequently implemented new or revised policies, procedures and protocols where necessary, to enhance performance.
- Developed and strengthened interagency information-sharing and collaboration efforts through the Correction Intelligence Bureau’s Fusion Center to enhance intelligence operations and improve coordination for criminal prosecutions.
- Undertook systematic, comprehensive reviews of the Correction Intelligence Bureau’s intelligence collection and analyses; evidence collection; case management and tracking; and confidential informant recruitment and management processes.
- Ensured adequate accountability metrics were established within the management review structure to specifically measure intelligence inputs and outcomes.
- Responsible, through subordinates, for the development, implementation, and evaluation of criteria used for Correction Intelligence Bureau personnel recruitment, selection, and retention.
- Maximized the intelligence and gang management contributions of the Correction Intelligence Bureau through measures including enhanced criminal intelligence analysis, confidential informant, and investigations training; case management and tracking training; inmate apprehension and re-arrest training; and electronic surveillance and crime scene preservation training.
NYPD Emergency Service Unit Sergeant Special Assignment April 2005 to January 2015
Coordinate all aspects of application process including interviews, physical agility tests and written examinations. Formerly WMD / HazMat Team Supervisor. Supervised NYPD Emergency Service Unit response to terrorist incidents involving chemical, biological, radiological, nuclear or explosive weapons. Directed response for emergency operations including water rescue, high angle rope rescue, high risk warrant executions, dignitary protection counter assault teams, vehicle extrications, tactical entries for armed barricaded perpetrators, and confined space rescue:
- Managed and supervised high-risk warrant apprehension teams for the apprehension of wanted individuals
- Led and supervised dignitary protection counter assault teams for high-value individuals such as POTUS
- Managed multi-agency (local/state/federal) initial investigations of terrorist incidents within NYC
- Participated in classified intelligence briefings for investigations involving incidents of national significance
- Represented the Unit and Department at interagency meetings for the NYC Biowatch Working Group
- CBRNE Branch Leader during major sporting events; conducted multiagency CBRN branch meetings for intelligence gathering / dissemination

Police Commissioner's Office Policy Analyst June 2002 to March 2005
Developed, executed, and reported on various wide-ranging or targeted organizational analyses. Prepared routine and complex reports. Produced a diverse assortment of publications for governmental and extra-governmental distribution:
- Created, modified and updated Departmental guidelines such as the Expandable Baton Patrol Guide procedure, and National Incident Management System introductory guidelines / Field Operations Guide handbook utilized by Department executives
- Conducted Department liability reduction study in conjunction with the NYC Law Department’s Tort Division, resulting in executive staff training specific to reducing liability exposure to the Department
- Conducted a complex citywide arrest processing systems overtime study with NYU Wagner Graduate School students examining NYC’s five boroughs by comparing arrest processing times, methods of expediting arrest processing, decreasing officer wait time, and reducing arrest to complaint-sworn times.
